Board of Trustees

Al Spencer has held Position #4 on the Union Hill Board of Trustees since May 2013 and has been a member of the Association since 1995.  Al has 34 years of experience in public works and facility operations, planning and construction

Colby Caywood has held Position #1 on the Union Hill Board of Trustees since 2018 and has been a member of the Association since 2002.  Colby is a senior civil engineer with over 20 years of experience in water resources projects including water supply.  She is a professional engineer licensed in Washington, Alaska and Idaho.  

Steve Sergev has held Position #3 on the Union Hill Water Association Board of Trustees since October 2020.  Steve has been a member of UHWA since 1989.  He is a retired mechanical engineer having worked for the Navy, Honeywell and Boeing.

Jim Kleppe has held Position #5 on the Union Hill Water Association Board of Trustees since October 2020.  Jim has been a member of UHWA since 2003.  He recently retired from a 45-year career in engineering, environmental, and business management.

Richard Hardesty has held position #2 on the Union Hill Board of Trustees  since February 2021.  Richard has been a member of UHWA since 1990.  Richard is a corporate accountant.
